COMMITTEES AND BOARDS
OF THE
EMMET COUNTY BOARD OF COMMISSIONERS
The following committees and boards require appointment by the Board of Commissioners, with the exception of the Parks and Recreation Committee, whose members are appointed by the Chair of the Board.
Most committees hold regular meetings. In most instances, administrative functions are handled by staff.
It is the feeling of the Board of Commissioners that all appointees should be compensated for their service, and so for meetings lasting up to four (4) hours, each member is paid $50.00, and for meetings lasting more than four hours, the compensation is $70.00. Travel time to and from meetings out of county is considered meeting time and is, therefore, considered when determining your per diem amount. In addition, mileage is paid at the IRS allowable rate, currently at $0.55 per mile.
Most meetings last from 1-2 hours, and if they are regularly scheduled, the time and place is established at the committee’s organizational meeting (usually for the convenience of all). Planning Commission meetings are held in the evening and usually last four hours or longer.
In addition to the committees listed below, when necessary, the Board will establish ad hoc committees. Ad Hoc committees are appointed for specific purposes and are disbanded when its work is done.
All meetings of board and commissions are subject to the Open Meetings Act, and meeting notices must be posted at least 18 hours prior to the scheduled meeting.
1. ADVISORY COMMITTEE ON AGING
This is a seven (7) member committee, formed in 1990, and made up of six citizens at large and one commissioner. The appointments are for three years and are staggered so that two appointments are made annually. The purpose of the committee is to accept proposals from various providers of services to senior citizens, interview applicants, evaluate their programs, and make a recommendation to the Board of Commissioners on the disbursement of senior millage funds to these various groups. The Clerk’s Office solicits proposals, sends out applications, posts notices of meetings. The committee meets for the first time annually in late July or early August, organizes, establishes its meeting dates, and schedules applicants for an interview relative to their application. In December, the Committee’s recommendation on the use of the senior millage is made to the Board of Commissioners. |
2. AIRPORT BOARD OF CONTROL
This is a six (6) member board made up of three members at large and three commissioners. The terms are for three years, staggered, so that one seat is filled each year. The three commissioners are appointed annually. The Board of Control is very important to the operation of the Airport, especially now while the construction of the new airport terminal is in progress. Although the Board of Control does not have a regular monthly meeting, because the airport is the recipient of many state and federal grants, the committee meets frequently throughout the year to consider projects covered under the grants, and other business pertaining to the efficient operation of the airport. |
3. BROWNFIELD REDEVELOPMENT AUTHORITY
This is a nine (9) member board made up of citizens at large. The terms are for three years and are staggered so that three appointments are made annually. This authority was created in 1999, particularly to assist with the cleaning of the Petoskey Manufacturing site, but will entertain applications for cleaning any contaminated site in Emmet County. With this Authority in place grants can be obtained by owners and developers to clean up sites and develop them. The administrative functions of the Authority are handled by the Clerk’s Office, who schedules meetings when business demands. |
4. BUILDING INSPECTION APPEAL BOARD
This is a seven (7) member board made up of residents with expertise in various fields, i.e., plumbing, fire, electrical, building, architectural, and mechanical. One member is at-large. The purpose of this committee to hear appeals from citizens who have been denied a permit for some reason or those who want a variance from the code. |
5. CANVASSERS, BOARD OF
This is a four member committee comprised of two Democrats and two Republicans, appointed on recommendation from the political parties. One Democrat and one Republican are appointed in odd numbered years. The purpose of this committee is to oversee election results, certify all elections, and in even numbered years, inspects all election equipment. |
6. CASINO REVENUE SHARING COMMITTEE
This is a three-member board consisting of one member appointed by the Board of Commissioners; one appointed by Bear Creek Township board (because the casino is in Bear Creek); and one appointee from the next most affected unit of government by the other two members. The purpose of this board is to accept and review requests for the casino revenues received by the County pursuant to the 1999 Compact with the Little Traverse Bay Band of Odawa Indians. The funds are distributed for specific uses on a percentage basis. |
7. CONCEALED WEAPONS LICENSING BOARD
This is a three member, statutory board who hears requests for concealed weapons licenses. The board is made up of the Michigan State Police Post Commander, the County Sheriff, and one citizen at large who must be a licensed firearm’s instructor. Said appointee serves with the regular term of the prosecutor. Meetings are regularly scheduled on every third Friday at 9:00 A.M. Meetings last about one hour |
8. DEPARTMENT OF PUBLIC WORKS BOARD
This seven (7) member Board oversees the operation of the Emmet County Transfer Station, under the directions of Eliza Seltzer. Pursuant to the resolution establishing the DPW, members include, the Little Traverse Township Supervisor, two County Commissioners, one Road Commissioner, the Drain Commissioner, and two members at-large. Terms are for three years and staggered so that two seats expire annually. |
9. EMMET COUNTY BUILDING AUTHORITY
This is a three (3) member Board made up of citizens at large. The authority enters into contracts to acquire property for the county, build structures and expand or improve county structures using bond monies. All bond documents are signed by the authority and the treasurer of the authority invests bond funds and signs disbursement checks for particular projects. 10. ECONOMIC DEVELOPMENT CORPORATION
This is a nine (9) member board appointed for six year terms, staggered so that some seats expire each year. This committee is a vehicle for low interest loans for new and expanding businesses and meets regularly only when the Board accepts a project. |
11. FAIR ADVISORY COUNCIL
This board was reorganized in 2001 to include Charlevoix County participants as voting members. The board now consists of three (3) members appointed by the Charlevoix County Board, three (3) appointed by the Emmet County Board, and one (1) member appointed by both counties. Terms are staggered with one from each county expiring annually. This board organizes and runs the annual Fair. |
12. FAMILY INDEPENDENCE AGENCY BOARD
This three-member board serves for three years. Terms are staggered with one seat expiring annually. Two members are appointed by the Board of Commissioners, and the third is appointed by the State FIA. This Board oversee the operation of the Emmet County Medical Care Facility and meets monthly with the other counties within the district to discuss and approve FIA programs for the district. |
13. EMMET COUNTY JURY COMMISSION
This is a three member, partisan committee appointed by the Board of Commissioners on recommendation of the Circuit Judge. No more than two members may be from the same political party. Terms are for six (6) years and expire on April 30th each odd year. This commission selects citizens to serve on juries for Probate, District and Circuit Courts. About 4,500 are sent Personal History Juror Questionnaires annually, they are screened by the commission upon receipt and qualified or disqualified for service. The commission authorizes Orders to Show Cause and Bench Warrants for non compliance. |
14. EMMET COUNTY MEDICAL EXAMINER
This person must be a medical doctor and a resident of the County. the term is for four (4) years with the term expiring on December 31. Any unattended death must be referred to the ME who makes a determinations as to the cause of death or he may order an autopsy or other tests to make his determination. The Medical Examiner may appoint deputy medical examiners to assist him. |
15. MENTAL HEALTH BOARD
This Board is made up of three (3) representatives from Cheboygan, Emmet, Charlevoix and Otsego Counties. Members serve for three years. Meeting are regularly scheduled and last about 2-3 hours. This Board oversees the administration of mental health programs for the counties within the district. |
16. NORTHERN LAKES ECONOMIC ALLIANCE
The Alliance, under the umbrella of MSU, promotes new business and works to retain existing business within Charlevoix, Emmet and Antrim Counties. the Board consists of seven (7) representatives from each of the counties within the Alliance who are representative of the business and educational communities. Meetings are regularly scheduled monthly and last about an hour. |
17. NORTHERN MICHIGAN SUBSTANCE ABUSE SERVICES
This group approves the various programs for the treatment of substance abuse. The Board is made up of representatives from the counties of with each county having one representative who serves for a term of three (3) years. Meetings are held monthly. |
18. PARKS AND RECREATION
Originally a ten (10) member board established by the Board of Commissioners in 1989 to oversee the development of a park system, this board was disbanded in 1997, and a new board established consisting of six (6)members, three citizens at large and three commissioners. Appointments are made by the Chairman of the Board and are for three year terms. This committee oversees the operation and maintenance and improvements of Camp Petosega, Cecil Bay, the Headlands and the Fairgrounds. Meetings are regularly scheduled the fourth Monday of each month, usually in the County Building, but during the summer, could be held at Camp Petosega or the Headlands. |
19. PLANNING COMMISSION
This nine (9) member board meets monthly, usually the first Thursday, to consider requests for rezoning and variances from the County Zoning Ordinance. The board is comprised of three commissioners and six citizens, usually geographically representative of the county. The cases heard by this commission are sometimes controversial and meeting last three to five hours. |
20. SANITARY CODE APPEAL BOARD
Emmet County has a Sanitary Code Ordinance which cover the installation of on site sewage disposal systems. If one is denied a permit to construct a sewage disposal system by the Health Department because so soil conditions, size of lot, etc., they have the right to appeal the Health Department’s decision. The Sanitary Code Appeal Board hears such appeals, visits the site, conducts it’s own test(s), then meets with the applicant, hears all side and renders a decision. If the Sanitary Code Appeal Board upholds the decision of the Health Department, the applicant may appeal the decision to Circuit Court. This Board is made up of three members at large and on County Commissioner who is chair of the Health Committee, a Standing Committee of the Board. Terms are for one (1) year. Meetings last from three to four hours and are held as needed between May and November. |
21. STORMWATER APPEAL BOARD
Established in 2001 following adoption of a Stormwater Ordinance, this committee consists of three members who have some expertise or training in soils, drains, etc. to hear appeals on denials of permits (similar to Sanitary Code). Terms are for one year and meetings are scheduled as needed. |
22. COUNTY SURVEYOR
This was an elected position but was eliminated by the Board of Commissioners in the late 70s. When the Remonumentation Law was enacted, there was a need for a surveyor to represent the County |
23. WORKFORCE DEVELOPMENT BOARD
This board was formerly known as the Private Industry Council (PIC). The name was changed in 1996. The board is comprised of two business people who serve two year terms, with one term expiring each year. Appointments are made by the Board of Commissioners on recommendation from the Chamber of Commerce. |
24. ZONING BOARD OF APPEALS
This board consists of five members, one county commissioner and four citizens at large. The Board of Commissioners tries to appoint persons from various parts of the County so that every area is represented.. The purpose of this committee to to hear appeals from persons who have bee denied a rezoning or is seeking a variance from the Zoning Ordinance. Meetings are regularly scheduled on the third Tuesday of each month at 7:30 PM, and usually last less than two hours. |
